Dallas, Texas — TNW Corporation (TNW), a privately held owner and operator of short line railroads and transportation logistics companies, has been selected by the Victoria County Navigation District (VCND) in Victoria, Texas to provide the Port of Victoria’s rail operations and co-develop a planned 3,000 acre multi-modal logistics facility.

The staff of VEDC are dedicated full-time employees conducting economic development activities each day on behalf of the community and region. 


Jonas Titas, CEcD

Named as the President of the Victoria Economic Development Corporation in July 2021, Jonas has a wealth of experience working throughout the State of Texas leading successful economic development organizations. Prior to joining VEDC Titas led the reorganized Copperas Cove Economic Development Corporation where he worked closely with the Department of Defense and municipal leaders on transformative and generational projects for the Central Texas Region that have spurred significant population growth. From 2015 to 2018, Titas was the Director for Manufacturing and Logistics for the Greater Houston Partnership. He was tasked with bringing together numerous local and regional partners to facilitate large, complex projects. Prior to that, Titas was Executive Director for the Kerr Economic Development Corporation. In 2015, Kerrville won the 2015 Texas Economic Development Council’s Community Economic Development Award, based on work to establish large production facilities in Kerr County. He also spent 6 years with the Tyler Economic Development Council. Titas has a Bachelor’s of Arts in Geography, Government/International Studies & History from the University of South Carolina, a Master’s in Public Administration from the University of Texas at Tyler, is a graduate of the Economic Development Institute at Oklahoma University and is a Certified Economic Developer by the International Economic Development Council. Jonas and his wife, Lessly, have two rescue dogs and are expecting their first baby, a boy, in late 2021.

Sharon H. Barnard

Sharon has more than 20 years of non-profit leadership experience including thirteen years at the Victoria Economic Development Corporation. Her service-minded attitude reflects the business friendly environment of VEDC, and her in-depth knowledge of community assets and attention to detail compliment her discernment for economic development. Sharon is a native Victorian, and is eager to assist prospective industry business leaders with the tools they need to find the right formula for success in our community.
