VEDC is partnering with Corpus Christi's Regional EDC to better understand the impact of the COVID-19 crisis on our local business community. We are participating in an impact analysis project as a member of the COVID-19 Business Resources Working Group that is conducting a series of local business surveys.

David C. Edwards, Chairman

A 35+ year banking veteran serving American Bank in the Victoria region as a Senior Commercial Lending Officer, David earned his Bachelor’s degree in Finance at Texas Tech University. He also serves the Victoria community as member and Past-President of the Victoria County United Way, and as an officer on the board of the Victoria Symphony Orchestra.


Nancy Garner, Vice Chairman

In addition to being a licensed real estate broker since 1987 and a licensed salesperson since 1983, Nancy is also an accountant. She purchased the Woolson Real Estate Company in 1995 after managing the firm since 1982, and serves them as President and Broker.


Bobby Jacob, Secretary

Senior Vice President of Frost Insurance specializing in commercial and business insurance for the last 25 years.  Previously in bank commercial lending for 20 years. Degreed in Finance from Texas A&M.  Prior Board Chairman of VEDC in 2000 and 2001.


David Hinds, Treasurer

Dr. Hinds followed his passion for education and was named President of the Victoria College in 2015. David attended The University of Texas at Austin, the University of Houston, Texas State University, and Midland College. He taught classes at Brazosport College and served as vice president of instructional affairs at Alleghany College in Maryland before returning to South Texas. 


Jon New, Officer

As President and Owner of New Distributing Company, Inc., Jon leads the successful three-generation family business of fuel and lubricant distribution that was established in 1959. 


Don Whitaker, Officer

Chief Financial Officer of Keating Auto Group, Don is a graduate of Texas A&M University with a degree in finance. Prior to joining the KAG, he served as a consultant that assisted Houston in their bid for a National Football League team franchise known as the Texans.


Thomas A. Schmidt, Immediate Past Chairman

President and Senior Engineer of Urban Engineering. Tom is a graduate of Texas A&M University with Master of Engineering degree in Transportation Engineering and Pavement Design and a Bachelor of Science degree in Civil Engineering.
